Importing Comma-Quote Delimited File in Microsoft Excel 365

Step 1
In Excel, on the "Data" menu, select the "Get Data" tab.
Step 2
Select "Legacy Wizards". Then select "From Text (Legacy).
Step 3
Select the file to be imported. Click "Import".
Step 4
Step 1 of the "Text Import Wizard" is presented. Select "Delimited" for the file type, and then click the "Next" button.

Step 2 of the "Text Import Wizard" is presented. As seen above, your file is a comma-quote delimited file. Under "Delimiters" check the "Comma" box and enter " (one double quote) in the "Text Qualifier" field, as shown below. Click the "Next" button.
Step 6
Step 3 of the "Text Import Wizard" is presented. You may wish to change the data format to "Text", particularly for columns with numeric data (to keep leading zeroes from being omitted and/or to avoid losing two zeroes after a decimal point).
Check to see if the vertical lines (data separators) are in the correct places. Usually, this is not a problem with comma-quote delimited files: make adjustments, moving them to the left or right, if necessary. Click the "Finish" button.
Step 7
The formatted data will be presented like the picture below.
